Puerto Rico Internet Exchange

Hello Everyone,
First, I would like to apologize for writing this msg in English, I am originally from Turkey and I work in UPR, unfortunately my writing in Spanish isn't good enough to type.
We have got a Project called, Puerto Rico Internet Exchange which is a non-profit research project of Gauss Lab. at University of Puerto Rico, where also administrates .PR TopLevelDomain.
This project's main goal is to create an environment where all the ISPs can change their internal traffic in Puerto Rico without routing it through USA.
The approach to the project has started with a research we have made where we noticed nearly %50 of traffic was returning to Puerto Rico after it goes to an Uplink. Example, somebody who is using PRTC at home wants to send a file to a user using a messenger program to someone who us using adelphia. The all traffic goes through several routes sometimes traffic is being routed between those two ISPs in Florida, sometimes in Washington or even in California.
Internet Exchange Point will allow to ISPs to participate and change the traffic locally without effecting their uplinks. So they will be able to offer faster uplink speed with lower cost.
We are at the level of building infrastructure of the IX point at the moment. We will recieve our equipment for networking from Cisco as donation thru a non-profit organization that helps IX points. Dell Puerto Rico has already donated us some servers to use for the purpose of traffic analyze, webpage of IX point's hosting and etc.

What kind of help we need?
Since this is a research and non-profit project, we simply do this with using times of ourselves. All we want to see is an improved, more reliable, redundant, fast and cheap Internet in Puerto Rico, to achieve this goal we need every single help that you can give us. To be more specific,
We need people from Press who can mention about this great project to everyone so people will be aware of the works we have been doing.
We need graphic artists & web designers, however we have at the moment graphic designer who is giving us his best effort from his very busy schdule and work time, if you can help us to develop & design a page and a very nice logo, that'd be awesome.
Contact from ISPs, that's probably the most critical part, do you know people who are working in ISPs, please mention them about us. We'll be glad to contact them and explain this great project and ask them the possibilities of how they can participate.
